Read user settings

<p>Reads settings for a specific user. By default, it retrieves settings for the authenticated user ('me'). You can specify a different <code>UserId</code> to inspect settings for other users in the organization.</p> <p>The <code>UserSettings</code> table allows you to view configuration details like meeting preferences and recording options.</p>
